]]>SLO Law enforcement received a 911 call just after midnight on Cinco de Mayo reporting a shooting at the Oceano Dunes Natural Preserve. Six people were hospitalized, Five of the Six were hospitalized for gunshot wounds. SLO County Sheriff’s have yet to release information on the victims’ conditions.
The SLO County Sheriff’s office believes the shooting to be an isolated incident. A witness told ABC 30, the shooting occurred after an argument. Another witness claimed the dispute was over a domestic violence incident that had happened that evening.
A 19-year-old Oakland man, Francisco Orozco, has been arrested in connection with the shooting. Orozco was booked on suspicion of attempted murder and held on $500,000 bail. Bail bonds in San Luis Obispo are set by a judge

]]>Police and prosecutors testified about multiple other instances of violent offenders being arrested and released back into the community. New Hampshire Senate Majority Leader Dan Feltes (D) has a bill to fix the new bail reform law but claims the law isn’t the problem. “It’s not the Legislature’s fault” said Feltes.Meanwhile, New Hampshire governor Chris Sununu said, “We have to close these loopholes and understand the true impacts of this legislation and how it is potentially letting people out or simply just not working for the system, so I very much encourage the Legislature to come back, work with us and close these loopholes and find just a better solution for the state.”
Currently lawmakers and law enforcement are trying to remedy the damage that bail reform has done to public safety in the state.

]]>After admitting to his crimes the Ohio State Highway Patrol contacted Wooster police and informed them of what Hoyle had said during a background investigation. OSHP told them that Hoyle had admitted to sexually assaulting a developmentally disabled girl in 2009, Assistant Chief Scott Rotolo said.
When detectives spoke to Hoyle he said he gained access to the victim because he was a friend of the family and admitted to committing sexual acts with the victim. Hoyle was charged with one count of rape, two counts of sexual battery, and one count of gross sexual imposition.
According to court records Hoyle entered a written plea of not guilty. He was then freed on a personal recognizance bond. He was fitted with a GPS monitor and allowed to leave with just his signature. Lieutenant Craig Cvetan, of the Ohio State Highway Patrol, Hoyle was “permanently disqualified” on January 8, 2018, following the polygraph test.

In 2016, voters in New Mexico approved a constitutional amendment that limited cash bail and moved towards replacing it with an evidence-of-risk-based system of release and detention. This system was tested last year and many agree that it failed.
On August 3, 2018 authorities raided a compound in New Mexico. Once inside they found 11 children living in what authorities have described as a squalid conditions and the body of a kidnapped 3-year-old boy. The children ranged in age from 1 to 15 and were removed from the compound. Five adults were arrested and charged with child abuse.
“They were skinny, their ribs showed, they were in very poor hygiene and very scared,” Taos County Sheriff Jerry Hogrefe said of the children.
Law enforcement uncovered that the 3-year-old had died during a religious ritual that went on for several days. They recited verses from the Quran as the boy had a seizure and foamed from the mouth. The children said that the boy passed out and died during one of the rituals.The family believed the boy was inhabited by demons. They also believed he would return as Jesus and tell them which government institutions to attack. The children also told authorities they were being trained to commit “jihad” against people with different beliefs.
Prosecutors claimed the New Mexico group were heavily armed radical islamists. They described protective tire walls and loaded rifles and pistols at the ready. Even after all of this the judge still let 4 of the 5 defendants walk free, and the only reason the 5th defendant was held is because of a warrant from Georgia for kidnapping. After this ruling the judge received death threats and bomb threats were called into the courthouse.
It wasn’t until the feds stepped in that the 5 defendants were indicted by a grand jury on federal firearms and conspiracy charges and were held without bail. Bail reform experts are pointing to this case as a perfect example of why judges can’t be trusted with interpreting a defendant’s threat to public safety.

Jefferson County District Attorney Kristyna Mills said, “The way these bills are currently written poses a great threat to public safety.”
The legislation would also force prosecutors hand over witness statements and information, like addresses, within 15 days. Mills worries that this will put witnesses at risk. “Now you have a defendant at liberty who possesses all of the information on all of the people that gave statements against them,” said Mills.
While most prosecutors agree that reform is needed they also believe that this legislation will put the public at risk. St. Lawrence County District Attorney Gary Pasqua said, “I think what you’re going to see is New York become a less safe state based upon some of these changes.”
Prosecutors are hoping to see these reforms taken out of the proposed budget before it’s expected to pass by April 1.

“It’s disappointing that you have a defendant charged with multiple felonies, including an armed robbery and shooting at a witness, that’s allowed to walk out of the front doors of the jail with just his signature that he’ll appear in court again,” said Chief Bruegger.
On Jan. 4, Jones committed two armed robberies. Two days later, On Jan. 6, he was arrested for unlawfully carrying a weapon in a motor vehicle, only to be released on a personal recognizance bond.
A week after his release, on Jan. 13, Jones allegedly committed two more armed robberies, and fired several shots at witnesses who tried to follow him.
Then, after all of that, 230th Criminal Court Judge Chris Morton released Jones on a second personal recognizance bond, going against the Harris County District Attorney’s Office, who were requesting a high bond.
Harris County prosecutors asked for a high bond twice, pointing to the several robbery cases that happened after Jones was released on the first personal recognizance bond. The prosecutor said, “The State has sincere concern for the safety of the public.” Despite all this, Judge Chris Morton of the 230th Criminal Court did not grant either request.
“Mr. Jones terrorized our city by pointing a gun at a store clerk, as well as shot at a witness and his children,” said Chief Bruegger.

Long Beach, CA- In a recent article by Motherboard they reported about companies that traffic in personal location data, and how easy that information can be acquired for a few hundred dollars.
The reporter said he was able to pay a bounty hunter $300 to get a cell phone’s GPS location. The bounty hunter was able to buy the location data through third-party vendors that get the data directly from T-Mobile.
T-Mobile shares location data with companies like Zumigo, who shares that information with Microbilt. Microbilt then shares that data with its customers.
The Motherboard article claimed the data was accurate within a radius of about 1,600 ft.
When a bail bond is posted the bail bondsman is given written permission to track the defendant’s location. The use of those tracking techniques for any other purpose is strictly prohibited and very illegal. Bail bondsmen throughout the industry are speaking out against the actions of this bounty hunter. His actions were illegal and extremely frowned upon by the entire bail industry.
Legislators are now calling for tighter privacy laws and an FCC investigation. As the government shutdown continues, which has shutdown the FCC, there is no word on what, if any, legal action will be taken against the bounty hunter.
